copy to His Majesty's Minister at Fekin, and to enquire

whether the new Chinese Nationality Law has made any further

progress since the date of Sir J. Jordan's letter of

February 19th last. Should it be ascertained that the

Chinese Government are willing to negotiate some arrangement

in the matter the proposal might be put forward that they

should appoint two Commissioners, who, in conjunction with

two British Commissioners from Hongkong and the Straits

Settlements respectively might be empowered to draw up

recommendations for submission to the two Governments.

Sir E. Grey would, however, be glad, in the first

instance, to be favoured with Hir. Harcourt's views.
